The International Federation of Red Cross and Red Crescent Societies (IFRC), Country Cluster Support Team, Bangkok Office - seeks to appoint a quotation from IT Company for “Website Redesign 2017”.
The International Federation of the Red Cross and Red Crescent Societies (IFRC) in the world’s largest humanitarian network, reaching 150 million people each year through its 190 member National Societies. The IFRC acts before, during, and after disasters and health emergencies in order to meet the needs and improve the lives of vulnerable people.
Our work is guided by seven fundamental principles (humanity, impartiality, neutrality, independence, voluntary service, unity, and universality) and by Strategy 2020, which voices our collective vision and determination to move forward in tackling the major challenges that confront humanity in the present decade. Strategy 2020 guides the actions of the IFRC. It defines three strategic aims for the IFRC and its member National Societies, to align under a common vision:
1. Save lives and help people prepare for and recover from disasters and crises. 2. Enable safer and healthy living, and make better provision for marginalised people. 3. Promote social inclusion and a culture of non-violence and peace.
Since 2012, the IFRC has been hosting an online library: a knowledge sharing platform, to encourage learning and collaboration between National Societies in Southeast Asia. The library contains resources from the Red Cross Red Crescent societies of Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philip¬pines, Singapore, Thailand, Timor-Leste and Viet Nam.
The following project requires support to establish a better platform for knowledge management for the Red Cross and Red Crescent communities, which falls in line with the common vision, or three strategic aims of the organisation, as well as IFRC Bangkok CCST Operational Plan, which details the Strategy of Implementation 1, Outcome 1.4. Knowledge brokering and innovation within the Federation.
The online knowledge management platform facilitates existing sharing and learning (peer-to-peer learning) among the National Societies in the Southeast Asia region, in addition to profiling the Red Cross and Red Crescent Movement’s work in the region for our non-Red Cross Red Crescent partners and stakeholders, as well as providing resources on our collective engagement with partners. The platform (Resilience Library) is open for the public and provides contextualized regional information to support regional collaboration.
Resilience Library is built on wordpress and accessible from http://www.rcrc-resilience-southeastasia.org/. It currently allows: different levels of designated participation, tagging system which generate suggestions, periodical alerts, resource rating system, social media feeds, log in system for subscribers, etc.
The IFRC seeks to transform the Resilience Library from a repository of knowledge, into a more dynamic, engaging and enhancing user experience in the domain of online knowledge management, knowledge sharing and event management hub to be finalized by October 2017.
• Component 1: An overall analysis of the platform, checking all the plug-ins and reviewing all compatibility issues. Optimize design and functionalities for improved knowledge management, including but not limited to: improved and visually appealing lay out, responsive layout, ensuring intuitive navigation, ensuring that the chat system is operational. • Component 2: Built-in event management functions which are dynamic and engaging, in order to enhance events’ attendee experience, including at a minimum: chat function, polling and survey, live display of results, livestream an event into the platform, custom profiles, targeted alerts, attendee document upload, etc. Similar functions are available in the market, such as EventMobi, PowerVote and Thomas Reuters Convene, however these applications are not built-in. • Component 3: Implement actions to increase ranking of the platform on a google search. • Component 4: Migrate the content of Disaster Law mapping research website (the capacity of the website is 1 to 2 GB) • Component 5: Maintenance of the platform, excluding data/information input for 1 year.
• Once the model design is approved, implement the design change in the website. • Conduct testing and ensure that any errors or bugs are fixed. • Conduct documentation of any changes implemented. • Provide 6 months of warranty period.
August to November 2017 (it is advisable to complete the redevelopment of the platform by October 2017, and focus on the content migration in November 2017)
• Proficient in the use of Wordpress, Visual Composer and On-the-Go's Toolset plug ins. An understanding of WPML for multiple languages would also be useful. • Able to define rules for efficient use of cloud server resources, ie. dynamically scaling CPU, memory and bandwidth depending on need. • Able to communicate to non-web-developer-technical people. • Committed to deliver the required outputs by the given dateline (strict deadline).
• Component 1: An analysis report detailing recommendations. The development of the new and improved design of the entire website. • Component 2: The development of the event management built-in functions, which are operational. • Component 3: Agreed implementation, resulting in higher ranking of the platform. • Component 4: Completed migration of the Disaster Law mapping research platform in Resilience Library • Component 5: The platform is well maintained and operational.
• Testing of the improved functionalities is completed with the errors repaired. • Documentation of all changes that are implemented.
• Quote must be submitted with specification of the level of effort for each component, which at least detail the rate per hour, number of days and personnel involved in the overall service. • Quote must be submitted in a sealed envelope by 21 July 2017, either by hand-delivered, or receipt if by post, to IFRC office at 170/11-12 Ocean Tower 1, 5th Floor, Sukhumvit Soi 16, Ratchadapisek Rd, Klong-toey, Bangkok 10110 Thailand. This TOR will also act as an invitation to potential suppliers to attend the meeting. Potential suppliers who could not attend the meeting could attend online (through skype) at the same hour, please write to us for the skype coordinates. • An additional interview session maybe held for shortlisted potential suppliers after the selection period. Invitation will be sent at a later stage.
The IFRC will support the work of the service provider in terms of access to information and documents, booking of meetings with key informants.
As per IFRC guidelines, the service provider will have to take care of its own insurance and working equipment (including computer, communications, etc.)
Payment will be conducted at the delivery of results as per the output above.
